5.The definition of the import quotas.<\/div>\n
Import Quotas, namely Import Limits, which is one of the most important measures to limit import. Import quotas is defined as the direct limitation impossed on some certain<\/div>\n
import commodity on import quantity or sum in some periods(e.g. one quarter, one half-year or a whole year). In the limitation period, merchats in limitation range is granted to be imported, otherwise, will be refused or much higher tariffs will be impossed.<\/div>\n
There are two kinds of Import Quotas.<\/div>\n
1) Absolte Quotas.<\/div>\n
2) Tariff Quotas.<\/div>\n

\u5728\u914d\u989d\u5236\u4e0b\uff0c\u8fdb\u53e3\u56fd\u5bf9\u67d0\u4e9b\u5546\u54c1\u76f4\u63a5\u9650\u5b9a\u6570\u91cf\u6216\u91d1\u989d\uff0c\u5728\u9650\u5b9a\u8303\u56f4\u5185\uff0c\u8d27\u7269\u624d\u8bb8\u53ef\u8fdb\u53e3\u3002\u56e0\u6b64\uff0c\u5bf9\u51fa\u53e3\u56fd\u6765\u8bf4\uff0c\u914d\u989d\u7528\u5b8c\u4e86\u5c31\u4e0d\u80fd\u6269\u5927\u51fa\u53e3\u3002\u5373\u4f7f\u6709\u7684\u56fd\u5bb6\u5141\u8bb8\u8d85\u914d\u989d\u5546\u54c1\u8fdb\u53e3\uff0c\u800c\u8fdb\u53e3\u56fd\u5219\u8981\u5f81\u6536\u9ad8\u989d \u5173\u7a0e\u6216\u7f5a\u6b3e\uff0c\u4f46\u8fd9\u79cd\u5173\u7a0e\u975e\u540c\u4e00\u822c\u5173\u7a0e\uff0c\u6709\u65f6\u751a\u81f3\u9ad8\u8fbe\u767e\u5206\u4e4b\u51e0\u767e\uff0c\u7f5a\u6b3e\u6570\u989d\u4e5f\u5f88\u5927\u3002\u6240\u4ee5\uff0c\u5b9e\u9645\u4e0a\u8fd9\u79cd\u9ad8\u989d\u5173\u7a0e\u6216\u7f5a\u6b3e\u8d77\u5230\u4e86\u7981\u6b62\u8fdb\u53e3\u7684\u4f5c\u7528\u3002<\/div>\n
\u8fd9\u4e9b\u914d\u989d\u90fd\u662f\u901a\u8fc7\u8c08\u5224\u8fbe\u6210\u7684\u53cc\u8fb9\u534f\u5b9a\uff0c\u90a3\u4e48\u5982\u4f55\u5728\u914d\u989d\u5236\u4e0b\u7ba1\u7406\u597d\u4f7f\u7528\u597d\u6211\u56fd\u7684\u914d\u989d\uff0c\u6269\u5927\u51fa\u53e3\uff0c\u589e\u52a0\u5916\u6c47\uff1f <\/div>\n
1. Manage the quotas well and make good use of it to expand export and raise foreign-currency(foreign reserves?) under the import quotas system.<\/div>\n
Due to the fact that under the import quotas system, importing nations set a ceiling limit of the quantity and sum of the import commodity and import commodity gained the access permission only when the quota limit has not been used out. As for the exporting nations, it is not possible to expand export when no quotas is available. Even though in some nations, excess import happens only on the basis that the importing nation imposes higher tariffs, usually go up to several hundred percent, or levies heavy fines which is also very huge. \u5546\u54c1\u4e3a\u4e3b\uff0c\u540c\u65f6\uff0c\u5bf9\u4e8e\u8d44\u6e90\u539f\u6599\u578b\u548c\u7545\u9500\u54c1\u53ef\u9002\u5f53\u589e\u52a0\u4ef7\u683c\u51fa\u53e3\u3002<\/div>\n
The varieties and unit price should be in our favor in order to expand the export and raise the foreign reserve. High price and high class commodities should be given high priority. The customer demands and the production capacity are surely to take into consideration. Generally speaking, high value added products should take main account of the export, resource-based goods, raw materials, and best-selling goods can be slightly exported more on the meanwhilek.<\/div>\n

2\u8981\u52aa\u529b\u6269\u5927\u914d\u989d\u5730\u533a\u7684\u975e\u914d\u989d\u54c1\u79cd\u51fa\u53e3\u3002\u5982\u6b27\u76df\u5bf9\u7eba\u7ec7\u54c1“\u7bee\u5b50\u54c1\u79cd”\u654f\u611f\u6027\u8f83\u5dee\uff0c\u5c3d\u7ba1\u534f\u5b9a\u4e2d\u89c4\u5b9a\u4e86\u6211\u51fa\u53e3\u6bd4\u4f8b\uff0c\u4f46\u6b27\u76df\u5bf9\u5b83\u63a7\u5236\u8f83\u677e\u3002\u8fd9\u7c7b\u54c1\u79cd\u6211\u56fd\u7ea6\u5360\u4e8c\u3001\u4e09\u4e07\u5428\uff0c\u8fc7\u53bb\u51e0\u5e74\u6211\u56fd\u5f80\u5f80\u51fa\u53e3\u5f88\u5c11\uff0c\u6570\u6ca1\u6709\u505a\u8db3\uff0c\u4eca\u540e\u5e94\u79ef\u6781\u6269\u5927\u51fa\u53e3“\u7bee\u5b50\u54c1\u79cd”\u3002\u4f46\u8fd9\u7c7b\u54c1\u79cd\u6210\u4ea4\u548c\u51fa\u8fd0\u8981\u4fdd\u6301\u5747\u8861\uff0c\u907f\u514d\u8fc7\u5206\u96c6\u4e2d\uff0c\u800c\u5f15\u8d77\u5171\u540c\u4f53\u6ce8\u610f\u548c\u4ea4\u6d89\u3002 <\/div>\n
Best effort should be make to expand export of the commodities that are not be limited by import quotas. As a example, though export quotas on "Bastket Species" are specified in trade agreement, the EU is less sensitive to it and the leash has been loosed. This kind of product accout for two or three tons in our country, which has been export a small amout in the past years and it has not been exported enough. We should expand "basket species" export positively. However, balance must be control well to prevent being intensivly centralized which will result in the EU's attention and negotiation.<\/div>\n

3.\u8981\u52a0\u5f3a\u5bf9\u5ba2\u6237\u7684\u7ba1\u7406\u3002\u914d\u989d\u54c1\u79cd\u4e00\u822c\u662f\u4f9b\u4e0d\u5e94\u6c42\u7684\u5546\u54c1\uff0c\u5bf9\u8fdb\u53e3\u5546\u6765\u8bf4\uff0c\u5229\u6da6\u662f\u6709\u4fdd\u969c\u7684\u3002\u56e0\u6b64\uff0c\u6211\u4eec\u53ef\u4ee5\u901a\u8fc7\u53d1\u653e\u51fa\u53e3\u8bb8\u53ef\u8bc1\uff0c\u7b7e\u53d1\u4ea7\u5730\u8bc1\u548c\u88c5\u8239\u8bc1\u4e66\u52a0\u4ee5\u63a7\u5236\u3002<\/div>\n
Customer management should be strengthed. In most cases, commodities suffering from quotas are in short supply. As for the importers, profits is well guaranted. So, we could control through taking measures such as releasing export licence, signing certificate of origin and shipment.<\/div>\n

4.\u4e3a\u4e86\u5c65\u884c\u5bf9\u5916\u7f14\u7ed3\u7684\u534f\u5b9a\u4e49\u52a1\uff0c\u7ba1\u7406\u597d\u914d\u989d\u54c1\u79cd\u7684\u51fa\u53e3\uff0c\u5404\u4e1a\u52a1\u90e8\u95e8\u5fc5\u987b\u8981\u6709\u4e00\u4e2a\u7cbe\u786e\u7684\u7edf\u8ba1\u8d44\u6599\u3002\u4e1a\u52a1\u90e8\u95e8\u6309\u65f6\u4e0a\u62a5\u7684\u914d\u989d\u4f7f\u7528\u60c5\u51b5\uff0c\u6570\u5b57\u4e00\u5b9a\u8981\u6b63\u786e\u3002\u4e1a\u52a1\u90e8\u95e8\u5185\u90e8\u4e5f\u8981\u52a0\u5f3a\u7edf\u8ba1\u548c\u8054\u7cfb\uff0c\u4fdd\u8bc1\u6210 \u4ea4\u51fa\u8fd0\u6570\u4e0d\u8d85\u8fc7\u914d\u989d\u6570\u3002<\/div>\n
4. In order to fullfill well the trade agreement and manage well the quota commodities, every operating deparment must have prcise statistical materials. Opeating department has to report the quota usuage condition in time and the figure accuracy is a must. As inside the operating department, statistics and communications should be enforced to assure the quotas will not be accessed.<\/div>\n
